Genel anlamda azınlık denilince içinde yaşadığı toplumun genel yapısından ırk, dil, din, kültür olarak ayrılan ve genel nüfusa oranla küçük bir kamu vicdanında şekillenmiş topluluklar akla gelmektedir. Diğer yandan azınlık kavramı; "Bir toplulukta herhangi bir nitelik bakımından ayrı ve ötekilerden sayıca az olan", "Bir ülkede egemen ulusa göre ayrı soydan ve sayıca az olanlar" şeklinde de ifade edilmektedir. Bu anlamda tarih boyunca pek çok devlet kurmuş olan Türk milletide başka ırktan, dinden ve dilden sayısız unsuru bünyesinde barındırmıştır. Bizim burada ele almaya çalışacağımız konu ise genel itibariyla Osmanlı Devletindeki yenileşme hareketleri açısından önemli bir dönüm noktasını teşkil eden Tanzimat Fermanından, yeni Türk Cumhuriyeti devletinin hukuken teşekkül etmesine zemin hazırlayan en önemli belge durumundaki Lozan Barış Konferansına kadar geçen süre içerisinde Osmanlı İmparatorluğundaki azınlık telakki edilen grupların konumu ile ilgilidir. -- Giriş'ten. |
