Bu çalışmada, Kamu Alımlarının sürdürülebilir kalkınma ile ilişkisi incelenerek Türk kamu alımları mevzuatının yeşil kamu alımları bakımından mevcut durumunun tespiti yapılacaktır. Birinci bölümde, yeşil kamu alımları kavramı ve sürdürülebilir kalkınma ile bağlantısı, İkinci bölümde Avrupa Birliği'nin bu alandaki hukuki altyapısı ve uluslararası düzenlemeler incelenmektedir. Üçüncü bölümde ise, Türk kamu alım mevzuatı incelenerek yeşil kamu alımlarına yönelik değerlendirme yapılarak ve uygulama önerileri verilecektir. |

In this thesis, the relationship between public procurement and sustainable development is examined, and the current state of Turkish public procurement legislation with regard to green public procurement is assessed. In the first chapter, the concept of green public procurement and its connection with sustainable development are analysed. In the second chapter, the legal framework of the European Union in this field and the relevant international regulations are examined. In the third chapter, Turkish public procurement legislation is analysed from the perspective of green public procurement, and evaluations and practical recommendations are provided. |
